Is Del Oro considered part of Campbell Creek?

Del-Oro is actually part of the Thompson Nicola Regional District (TNRD) and has a community water system. https://www.tnrd.ca/content/del-oro Campbell Creek is part of the City of Kamloops and is connected to its water and sewer.
